The Goblin Compact

An informal network of twenty goblin settlements sharing ruin intelligence, oral memory, and a shadow arrangement with the Viddfolk [Heralds]. No founding document. No capital. The most functional pan-continental intelligence-sharing operation in Mistheim, operating entirely below the level of official recognition.

No document created the Goblin Compact. It was not founded at a meeting. The twenty settlements that constitute it did not convene and ratify articles of association. What happened is that goblin [Keepers] began comparing notes — routes between ruins, which Myst-locked doors were failing, the particular kind of debt that a Bergfolk hold with goblin salvagers working its upper levels will never acknowledge in writing — and at a certain point the note-sharing acquired enough structure to function as an arrangement without anyone having decided it would.

The Compact has no capital and no leadership in the sense that other nations would recognise. It has [Band-Keepers]: one per settlement, chosen by process the settlements handle differently, tasked with maintaining their band's oral history and its relationships with other bands. A [Band-Keeper]'s most important function is not governance. It is memory. Who owes whom what, from how many seasons ago, under what terms. Which holds still have usable upper levels. Which ruins have been found and mapped and which are known to be found but have not yet been shared, and why.

What the Compact actually trades is information. Goblin [Delvers] have been mapping the ruin networks for centuries — not because they were commissioned to, but because the ruins were there and accessible and the larger nations had not thought to look. The maps are drawn in compressed notation on salvaged material, frequently outdated by a decade, and still more accurate than anything a larger nation produces for the same territory. When a sealed ruin opens — as increasingly they do, as the Dry weakens Myst-locks that held for centuries — it is almost invariably a goblin [Delver] who enters first and determines what is inside. What happens to that information afterward depends on who the Compact judges it worth telling and at what price.

The shadow arrangement with the Viddfolk [Heralds] is not a formal agreement. It functions as one. The Compact provides ruin intelligence; the Viddfolk carry it to recipients along their route network and take a percentage of the transaction. Neither party would describe this relationship if asked directly. The Viddfolk characterise it as occasional consultancy with informal partners. The Compact characterises it as information moving along the right roads. Both are accurate and both omit the part where the Compact has been mapping which Viddfolk [Heralds] can be trusted with which categories of information, and the Viddfolk have been doing the same.

The Compact's relationship with the Pandor is more recent and more cautious. The Pandor want the ruin maps. The Compact wants access to the Compact of Knowing's legal protections — a framework for formal negotiation that the goblin bands have never had but have learned to want, particularly as the ruins opening under the Dry begin to contain things that require documentation more robust than a salvager's verbal account. Negotiations have been ongoing for eleven years. Progress is real and slow, because both parties are suspicious of the other's definition of fair exchange, and both are right to be.

The most common object circulated within the Compact is the band-seal token: a small stamped metal disc that identifies the issuing band and functions as a letter of introduction within the network. A token from a band with a strong reputation opens doors that nothing else does. The tokens are not rare; the reputation is. A forged token produces consequences that are not codified anywhere but are consistently applied, in a way that suggests the Compact's informal memory infrastructure is more reliable than most nations' formal legal systems.

The clothing a goblin band-member wears is, to a trained eye, a history of the last several years — which ruins, which holds, which Markfolk flood-plains. The outer layers are patched from whatever was available along the way. Nothing is dyed, because dye costs materials. The visual effect is patchwork, and the specific patchwork is biography.
